Sunday, May 3 pressure issues at Bear Creek
In the last two weeks, we've encountered a few issues related to our automated internal notification system at the Bear Creek treatment plant. This system alerts Hiland staff when needed so that certain plant maintenance is performed to insure optimal performance of the treatment plant. Due to failures in the automated internal notification system and subsequent decrease in production, some water users experienced temporary reduced pressure yesterday, May 3.
We have worked out these kinks and apologize for the inconvenience. Thank you for your patience as we continue working to improve the Bear Creek water system.

We are pleased to announce that the
Drinking Water Warning (boil water notice) is no longer in effect! Your water
is now considered safe to drink by the Oregon Drinking Water Program.
What has been
accomplished at Boulder Creek water system?
This has been a large effort up to this
point and we are not done working. Since beginning our involvement at your
water system, Hiland Water has completed a large number of improvements,
including the following:
· A treatment
plant utilizing Ultra filtration for the surface water has been designed,
constructed, and put into service. It is being maintained & monitored in
accordance with the Oregon Drinking Water Program.
· Extensive water
sampling and testing has been conducted to verify that the water quality meets
the standards set out by the Oregon Drinking Water Program.
· Many leaks have
been repaired and services have been rebuilt.
· A generator for
emergency use during power outages has been purchased.
· An alarm has
been installed to alert us when reservoir levels get low.
· Your water
system has been flushed of any potentially unsafe water (If you have not run
very much water at your residence for several weeks, we recommend letting the
water run for a few minutes before use to insure your personal lines have been
adequately flushed).
What is planned
for the future?
We are continuing to make improvements
to the water system and will continue to address issues of water loss and
service issues as they arise. It is our hope that your water rates will remain
unchanged. If the Boulder Creek water system continues to need significant
maintenance and upgrades, we may need to increase rates, but we are doing
everything we can to keep water rates as low as possible.

miniature version of the treatment plant was installed and tested with water in
your area in order to insure dependability at your water system. After much
research and several adjustments, the results have been outstanding.

Since
beginning our work, the demand of water on the system has dropped substantially
due to leak detection and repair. In our first month of operation, substantial
leaks were repaired just to ensure that you could have dependable water
service. The recorded pumping of water during the first month averaged 532,000
gallons per day. Today, the average daily demand is under 18,000 gallons!
Because of this and improvements made to the groundwater wells in this water
system, we currently have ample capacity to provide safe drinking water solely
through our wells.
What is planned for the future?
We
are continuing to make improvements to the water system and will continue to
address issues of water loss as they arise. We are also excited to be
installing the treatment plant for our surface water source in the coming months.
Bringing that source back online with exceptional treatment will bring further
assurance that water capacity will be adequate to meet the needs of everyone in
the water system for the foreseeable future.

Bear Creek water update
There have been questions about the status of our progress in developing potable water in compliance with the Oregon Drinking Water Program at Bear Creek Water System. I will share what I can in this blog post to provide as much information regarding the status of our treatment plant project as possible.
First, we have not ruled out the use of any of the water sources at our disposal. Those sources are the water flowing in Callow Creek and two groundwater wells. Please be assured, however, that we are working with the Lincoln County and State of Oregon Health Departments to move forward with approved sources that can be used to provide safe drinking water for the water system.
For the Callow Creek source, we have selected ultrafiltration (UF) as the best process for treatment. In combination with chlorination, UF is a reliable way to ensure that safe drinking water is provided through our distribution system. A UF unit made by Seccua that is large enough to meet the entire demand of Bear Creek water system is currently being manufactured while we continue working with our engineering firm to complete the design of a system for the approval of the Oregon Drinking Water Program.
We are committed to meeting the time line agreed upon in our bilateral agreement with the Oregon Health Authority to provide safe drinking water at Bear Creek water system. Considering that time line and other potential construction issues, delayed construction of the treatment plant may be more ideal. Consequently, Hiland is also exploring the viability of using groundwater wells in the short-term to supply the water system.
When Hiland began its Regency of Bear Creek Water System in January 2011, all sources were in use because the combined supply could not produce enough water to keep up with demand. Water demand was very high because of the large number of leaks within the distribution system. As Hiland has made improvements to the distribution lines, demand has decreased substantially. Currently, the two groundwater wells yield enough water to meet demand for the entire system. While both wells produce water that is considered safe to drink, one of the wells produces water that, in its raw state, exudes an unpleasant odor as well. After some research, Hiland has been testing a process to eliminate the odor and has found success. The majority of our office and field staff have tasted the well water to ensure that Hiland does not end up distributing unpleasant smelling, although safe, water to the residents at Bear Creek Water System.
We believe that the availability of three water sources that can provide safe drinking water at Bear Creek Water System will ultimately be beneficial to everyone involved. Backup sources are always helpful when unforeseen failures occur. Again, we thank all residents at Bear Creek Water System for your perseverance while we work to provide safe drinking water as soon as possible!

We are committed to meeting the time line agreed upon in our bilateral agreement with the Oregon Health Authority to provide safe drinking water at Bear Creek water system. Considering that time line and other potential construction issues, delayed construction of the treatment plant may be more ideal. Consequently, Hiland is also exploring the viability of using groundwater wells in the short-term to supply the water system.
When Hiland began its Regency of Bear Creek Water System in January 2011, all sources were in use because the combined supply could not produce enough water to keep up with demand. Water demand was very high because of the large number of leaks within the distribution system. As Hiland has made improvements to the distribution lines, demand has decreased substantially. Currently, the two groundwater wells yield enough water to meet demand for the entire system. While both wells produce water that is considered safe to drink, one of the wells produces water that, in its raw state, exudes an unpleasant odor as well. After some research, Hiland has been testing a process to eliminate the odor and has found success. The majority of our office and field staff have tasted the well water to ensure that Hiland does not end up distributing unpleasant smelling, although safe, water to the residents at Bear Creek Water System.
We believe that the availability of three water sources that can provide safe drinking water at Bear Creek Water System will ultimately be beneficial to everyone involved. Backup sources are always helpful when unforeseen failures occur. Update on Rose Lodge Filtration Plant
Dear Customers,
For Boulder Creek, after receiving plan approval, we’ve been pilot testing with the miniature version of the plant for about a month. The pilot test has been going relatively well and we hope to share good news soon. According to our bilateral agreement with OHA we now have until January 6, 2013 to complete its construction, and an additional 3 months to begin operation of the plant and make sure the water is consistently potable to OHA standards. These are the requirements we plan to adhere to at a minimum.

We have some happy updates to share with you concerning the water treatment plans. On June 27, 2012 we received a conditional approval for our submitted plan design for treating Bear Creek Hideout. Approval was also received on July 6, 2012 for the Boulder Creek submitted design plans. This approval for both systems from the Public Health Division in Oregon is a big step in moving us toward our goal of drinkable water. We are now completing some water analysis and final pilot testing as we prepare to purchase and construct the treatment plants. Water outage at Boulder Creek continued
For those who still don't have water at Boulder Creek Water System, we have learned that the severity of last night's main line break completely drained our water reservoirs. Unfortunately, this means that the lower reservoir must be refilled before you will have water service again at the higher elevations, including Sundown Drive and the upper end of Boulder Creek Road. We expect service to be fully restored sometime early tomorrow, Saturday April 28. Once again, we are sorry for this inconvenience.

The Circuit Court Judge has officially ordered the sale of Boulder Creek and Bear Creek Water Systems, which means that Hiland can begin to work toward implementing our plans to install treatment plants for your water. We look forward to sharing information with you throughout this process as time lines become finalized and progress is made.
We greatly appreciate the graciousness provided by all as we have done our best in a difficult situation to serve as operating regent during the past 13 months. Please know that the installation of treatment plants for your drinking water is our top priority and Hiland has committed its resources to accomplish this task as quickly as possible.

Bear Creek and Boulder Creek general update
Hello all,
Just to give a general update, we've had a few questions as to the status of the water systems in general.
Oregon Health Authority has appointed a Special Master to oversee the sale and transfer of ownership of the water systems to a new owner. We have not heard what the time frame of this process will be. We expect to be kept in touch with the process as things move along, but haven't heard of anything lately.
We have continued to perform basic maintenance and minor upgrades to the systems as needed. The pump system at Bear Creek has been modified to prolong the life of the new pump that was installed. Leaks continue to be repaired and the chlorine levels have remained steady.
As soon as we know of any updates, we will update you as soon as possible.

Hello,
Here are a couple of pictures showing the leaks that were fixed last week. Both leaks were places that had been repaired before with repair clamps. We removed the section of pipe and replaced with new piping in both locations.

This afternoon, we attempted to locate a leak on the upper portion of the Boulder Creek water system that is leaking more than the pumps are able to supply. This leak has drained the reservoir and left the upper system without water. We searched until dark without success. As a last resort, we have closed the valve at the reservoir to allow it to fill up overnight. First thing in the morning, we will open the valve to restore water pressure and allow customers to fill containers. We will leave the water on as long as possible, but we expect that the leak will drain the reservoir quickly. We are hoping that while the water is turned on in the morning, the increased pressure will allow us to find the leak. Once the leak is located, we will fix it as soon as possible.

Major Leak #2 repaired

Today we dug up and repaired a substantial leak along Bear Creek Rd. today. We had previously found the leak and thought that it was located on a service line to a meter. However when we dug it up today, it was found that a fitting on the mainline had cracked and required the system to be shut down to repair it. We estimate that this leak was approx. 15-25 gallons per minute. The source for the whole water system is 36 gallons per minute. We really wanted to get the leak repaired before the storm moved in later this week.
You may have also noticed that we are again reading water meters this week. You can expect to receive a water bill by the middle of next week. Thank you so much for your patience as we work on these issues.

Systems are stabilized
Hello again,
I am pleased to say that I believe the water systems are "stabilized" at this point. We have checked the water and pumping levels for three days in a row, and the system is normal and predictable. There are still minor leaks and issues that need to be addressed, but for now there should be no water service interruption without notice, unless a major catastrophe occurs. Within a few weeks, we will schedule a service shut down in certain areas to fix some of the smaller leaks that are still in the system. Everyone will be notified by letter or door hanger at least two days before the shutdown.
The chlorine levels in the water are in acceptable limits. There may be a few spots that may notice a chlorine taste of smell, but this should be temporary and will work its way out of the system shortly.
We have one more day of locating water meters on the Boulder Creek system on Friday. Next week we will just be performing basic maintenance on the systems. If you have any questions or issues, please call our office to schedule a service call. Thank you very much,

Everyone will be notified by letter or door hanger at least two days before the shutdown.
The chlorine levels in the water are in acceptable limits. There may be a few spots that may notice a chlorine taste of smell, but this should be temporary and will work its way out of the system shortly.
We have one more day of locating water meters on the Boulder Creek system on Friday. Next week we will just be performing basic maintenance on the systems. If you have any questions or issues, please call our office to schedule a service call. Thank you very much,

Work continues
Hello all,
First of all, I want to thank the customers of Bear Creek water system for the many compliments and kudos that we are receiving, not only in the office, but in the field as well. We really appreciate them, those encouragements are what make our job more enjoyable.
Today we continued making progress on the water systems. Most of the day was spent locating and cleaning out water meter boxes. We are taking the initial water meter readings this week to send out with the billings. Today we found and recorded the Bear Creek water system. Tomorrow, Wednesday, we will work on the Boulder Creek water system.
The Bear Creek water system appears to be functioning properly and reliably. The reservoir was full this morning, and will stay full unless another leak occurs. If you still don't have "normal" water pressure, please call our office, and we will make a service call to check it out.

Initial update
Hello all,
Today was our first official day on site at the Bear Creek and Boulder Creek water systems. We spent much of the day familiarizing with the water supply points, wells, reservoirs, and basic layout of the water systems. Below is a summary of what we found and our actions today.
Boulder Creek water system.
This system seems to be functioning reliably at the present time. The water supply is adequate for the demand. The reservoirs were full and control wiring and switches appear to be operating correctly. The filter system for the water supply will need some more investigation and research to see if it can be brought back online, but for now, it does not operate. Basic maintenance and upkeep is needed on chlorination equipment.
Bear Creek water system.
This system was not functioning at the proper level. The water supply of both the creek and the supplemental ground wells were not adequate to meet the demand of the water system. The reservoir was empty. The control wiring and switches were not able to be tested. This water system became the highest priority.
Our first task was to assess the supply. Each point of supply was flow tested. One source does not have a working meter, but appears to be functioning. It was determined that the sources are working properly. The source from Callow Creek appears to be free from debris and mud at this time. This will be monitored regularly.
Our next task was to assess where the demand of water was going. After discovering some valving issues and inspecting a few sections of piping, it was determined that the majority of the water was being used below the bridge on Bear Creek. After some more investigation, a substantial leak was discovered on Stockton Rd. A phone call was placed to bring out parts from our warehouse to repair the 4" line. The water line was leaking due to a failed joint at a bend in the pipe. Our office was notified of the need for an immediate shut down of the Bear Creek water system. When parts arrived, the faulty section of PVC pipe was removed and replaced with ductile iron fittings and pipe. The water service was restored at approximately 8:00 pm.
We appreciate your patience as we continue to progress through these issues. Our goal is to have reliable water service for all customers as soon as possible.
